1.
Design
i.
The design is jointly the property of the Streaker Class Owner's
Association and Jack Holt Designs Limited.
ii.
The authority in all matters regarding the boat is the Streaker Class
Owner's Association.
2.
Construction
i.
Wooden boats shall be made from kit supplied by the Streaker Class
Owner's Association, or their nominees, also from patterns as an
alternative to the present kit of pre cut panels.
ii.
To be accepted into the Class the boat must conform to the design.
The hull design is governed by the bulkhead and planking panels
supplied in the kit and no alteration shall be made to the profile of
these parts other than trimming or bevelling to fit.
iii.
Hull planking shall be of a nominal thickness of 5mm. decking,
bulkheads and tank panels shall be of a minimal thickness of 4mm for
all new boats built after 1st August 1993. NB:
Glass sheathing of Hull is prohibited.
iv.
In construction to the number of fairings and rounding’s of
beads and hull edges is optional. While the foregoing shaping is
optional, no addition in size of the parts supplied is permitted.
v.
Replacements or parts requiring repairs, the shape of the originals
shall be maintained. The number and position of joints in any panel
is not limited to those shown in the diagram but the overall shape
must not be altered.
vi.
Gunwales and rubbing beads size and shape optional with progressive
tapering permitted.
vii.
Gunwale overhang from hull at sheer line not to exceed 50mm nor be
less than 15mm unless within 500mm of stem or transom where
additional tapering may take place
viii.
Two knees to be fitted to the forward end of the dagger-board case;
shape and size not to extend above the casing or more than 275mm from
the sides of the casing. NB:
Not applicable for false floor.
ix.
Foils may be constructed of either plywood, solid or laminated wood.
The foils may be finished using a protective coating of paint,
enamel, varnish, Gel-coat, and/or glass reinforced sheathing.
x.
The thwart to be constructed of wood, minimum width 110mm. Cut-outs
are permitted. Curved thwarts are permitted within measurement
tolerances.
xi.
False Floor permitted as per Association Plans which forms Sheet
5
of 'The Streaker Class Owner's Association Guide to Builders and
Measurers' which is downloadable from the Class Association website
(www.streaker-class.org.uk), or in hardcopy format from the Class
Secretary. The floor may come as far aft as the rear of the
thwart.
xii.
Floor battens must be as provided by the Streaker Class Owner's
Association, or their nominees, or as specified in plans.
xiii. An additional bulkhead is allowed, approximately 250mm aft of No 1 bulkhead.
xiv. A Boat, which is the subject of major refurbishment, such as re-decking, hull panels replaced, false floor added etc. shall be re-measured by an approved measurer.
3.
Measurement
i.
The measurement form is a check that the One Design principle is
maintained. Changes in parts not covered by the listed measurements
are not acceptable. The authority has the right to disallow any such
alterations.
ii.
To maintain the One Design, New or Replacement Spars must be as
original from either Jack Holt Limited or Evolution (Custom Spars).
Repairs, fittings and rigging, except where options are stated shall
be the same type without additional uses.
iii.
New* (see rule 10x on measurement of new sails) or substantially
altered sails shall be measured by a measurer who shall sign and date
the sail near the tack. The details shall be recorded on the
certificate and the entry signed by the measurer or Class
Secretary.
iv.
Measurement must be undertaken using the 'Measurement
Form'
and 'The
Streaker Class Owner's Association Guide to Builders and Measurers'.
Both documents are downloadable from the Class Association website
(www.streaker-class.org.uk) or in hardcopy format from the Class
Secretary.
4.
Registration
i.
The
registered number on all wooden boats shall be etched or engraved on
the keelson within the cockpit area.
ii.
The registered number on all FRP/GRP and Composite boats shall be
etched or engraved on the aft outside face of the
transom.
iii. The
etched or engraved registered number shall be at least 12mm high.
5.
Weight
i.
As from
1st January 1993, all existing boats to weigh at least 48kg. A
dispensation is given to existing boats at this date to carry
correctors up to a maximum of 6.5kg.
6.
Buoyancy
i.
The hull has four buoyancy compartments, which should be watertight.
ii.
No 1 - Stem to bulkhead No.1.
iii.
No 2 & No 3 - From bulkhead No. 1 to transom.
iv.
No 4 - Between side compartments extending from bulkhead No. 5 to
transom.
v.
Each compartment may have one hatch or drain holes (or both), the
hatch openings not to exceed 155mm in diameter.
vi.
Bulkhead No. 2 may have an opening of not more than 300mm wide and
230mm high.
vii.
A removable cover may be fitted if required. If a false floor is
fitted bulkhead No. 2 may have an opening of not more than 480mm wide
at false floor level and 340mm at 210mm above false floor level.
viii.
Two openings for drainage through bulkhead No. 2 alongside the
Keelson are required for the space between bulkheads No. 1 and 2,
drain holes may be fitted with bungs.
ix.
The measurer shall inspect the prescribed buoyancy tanks to ensure
they are in good condition.
7.
Permitted Optional Equipment
i.
Sail
Luff tension devices.
ii.
Sail
foot control.
iii.
Halyard type and securing. NB:
The sail shall be hoisted and lowered by a halyard in such a way it
can be operated afloat.
iv.
Reefing points and fittings to reef.
v.
Kicking strap and tension adjusters and attachment to the boom.
vi.
Lead and/or cleats for mainsheet to hand.
vii.
Simple (non lever) drilled chain plate type shroud adjuster on
forestay in place of lanyard.
viii.
Toe straps, except they may not extend outboard of sheer line.
ix.
Keel bands and protective edges to dagger-board and rudder, within
permitted measurement tolerances.
x.
Type and position of wind indicator.
xi.
Type and number of self bailers.
xii.
The tiller and tiller extension shall be of optional material and
length.
xiii.
The
rudder stock, pintle and gudgeon to be of optional design and
material. The rudder blade shall pivot within the stock. Below the
keel the blade shall be in accordance with the profile shown in ‘The
Guide to Builders and Measurers’ Sheet
4.
Above the keel the blade may be modified to fit the rudder
stock.
xiv.
A washboard may be fitted forward of the shroud plates and centrally
forward of the mast, and must not exceed 50mm above the deck at any
point.
xv.
Righting lines.
xvi.
Compass (traditional or digital) and mounting.
xvii.
An eyelet, strap band or sleeve on boom to hold main sheet to boom.
xviii.
Gybe rope attached to boom.
xix.
Internal sleeving of ‘Rigel’ masts as fitted and supplied
by Jack Holt Ltd or Evolution (Custom Spars).
xx.
The
complete sealing, or foam insertion of spars for buoyancy is
permitted.
xxi.
All
electronic devices are forbidden, except as allowed by Rule 7,
xvi.
xxii.
An elastic
strop to hold the boom out.
xxiii.
Boom lightening holes – A maximum of 3 holes are allowed in the
aft half of the boom on both sides. For
details of the Boom refer to Sheet 7 of the ‘Guide to Measurers
and Builders’.
xxiv.
Drain tubes with a maximum diameter 50mm are allowed through the aft
tank for draining of the cockpit, and through the false floor/dry
locker for the draining of the forward buoyancy tank.
xxv. A Dagger-board/foil retaining device.
NB:
Where cleats and block are permitted by the rule, they may include
mountings.
8.
Optional Position of Equipment
i.
The mast can be set at any rake, the position is controlled at the
deck, and the keel stops are adjusted to suit. NB. Adjustment cannot
be made whilst sailing.
ii.
The mast heel plug can be of an optional design; either tennon or
saddle as supplied by Jack Holt Ltd or Evolution (Custom Spars),
provided Measurement rules 60 and 61 are not contravened.
iii.
A track type Mast Step may be used in lieu of the stops, for use with
tennon type heel plug. NB.
Adjustment cannot be made whilst sailing.
iv.
Stay
length adjustments are not permitted while racing.
v.
The rear transom bridle shall be fitted to the deck-eyes.
vi.
Deck-eyes
for the rear transom bridle must be placed outside the sheer-line of
the boat and positioned on the gunwale.
vii.
A single cleat may be fitted for the rope bridle. This cleat shall be
fitted on the angled side-deck below the main deck.
viii.
The dagger-board may be used at any position and angle, the shape of
the board and internal shape of the case permits. The internal shape
of the dagger-board case shall not be increased, nor the part of the
dagger-board that remains in the case be reduced to allow greater
movement.
ix.
The dagger-board shall be fitted with a handle/stop provided the
fitted handle/stops do not infringe measurement rule no. 48.
x.
The rudder blade may be used at any angle to the stock.
xi.
Mainsheet to hand may be led from the fixed centre take-off point or
direct from the mainsheet bridle. Pure centre sheeting is prohibited.
xii.
Number of purchases of main sheet.
xiii.
The
dagger-board may have a hole for hand control to be contained within
a rectangle 35mm x 120mm in the part of the dagger-board that is
never below the keel line. Additional handle fittings are permitted
provided the fitted stops prevent infringement of measurement No. 48.
xiv.
A maximum of four deck holes for control lines are allowed in the
foredeck aft of the mast within the king plank area. The maximum
diameter of the holes allowed, before the fitting of a standard
lining bush, is 15mm. The minimum distances permitted between the
hole centres is 25mm.
xv.
To facilitate the mainsheet running inside the ‘Deneb’
Boom. The ‘Deneb’ boom may be tapered at its outboard end
up to a maximum of 350mm (not including the end fitting). A slot may
be cut underneath the boom to allow the mainsheet to exit from
inside. The slot is to be a maximum of 250mm long.
For
details of the Boom please refer to Sheet 7 of the ‘Guide to
Measurers and Builders’.
9.
Crew
The
crew is one or two persons, but the number shall be same for the
whole of each race.
10.
Sail
i.
Sails shall not exceed the listed measurements, but the camber is
optional.
ii.
A window is permitted, of clear plastic with the height not greater
than 300mm and the length no greater than 900mm.
iii.
There shall be 3 batten pockets in the leech. The two lower battens
shall not exceed 765mm and the top batten shall not exceed 610mm.
iv.
The sail
is to be white in colour. The sail insignia is a blue diagonal stripe
between 140mm and 165mm wide, at approximately 90 degrees to the
leech of the sail. The upper edge of the insignia shall be measured
from the aft edge of the sail headboard along the leech.
v.
The body of the sail shall consist of the same ply throughout. Ply
fibres shall be of polyester. Reinforcements shall consist of the
same materials permitted in the body of the sail. The property of the
sail cloth, either laminate or traditional woven cloth shall not
exceed a modulus of 250 and a minimum cloth weight of 150g/m2.
vi.
The following are permitted: Stitching, glue tapes, bolt ropes,
corner eyes, headboard with fixings, Cunningham eye/pulley, tack
strap and buckle, Velcro or other fastening, batten pocket elastic,
mast and boom slides, sail-maker label, tell-tales.
vii.
The sail shall be set so that no part of the sail shall extend above
the lower edge of the upper mast band or beyond the inner edge of the
boom and where the foot of the sail meets the mast it shall not be
set lower than the upper edge of the lower mast band.
viii.
Deleted (see Rule 10x).
ix.
A smaller (storm) sail may be used. The suggested dimensions are
Luff: 4237mm, Leach: 4510, Foot: 2425mm. The sail need not to be
measured, but must conform to measurement numbers 69, 70 and 71.
x.
Whilst the manufacturer of sails is optional the Streaker Class
Owners Association approves sails made by the following
manufacturers. ‘Sail
Register’, ‘Evolution’, ‘Speed Sails’
and ‘Rooster’. Sails
supplied by these manufacturers are certified as ‘in class’
and do not require to be measured. The Streaker Class Owners
Association still retains the right to measure any sail supplied by
these manufacturers and also to review their status as approved
suppliers. Sails manufactured by other sail-makers are subject to the
sail being measured and signed by a Streaker Class Owners Association
nominated measurer.
xi. Advertisements as allowed for under ‘Rules of SCOA 10e Class Racing’, which are attached to the sail shall only be positioned below the class sail numbers. The advertisement shall not interfere with the clarity of the class sail number or the class identification logo.
11. Amendments/Additions to Rules of Measurement & Construction for GRP/FRP and Composite* Boats
i. GRP/FRP boats and hulls for composite boats shall only be built by a licensed builder as approved by the Streaker Class Owners Association, which may be reviewed from time to time as the Streaker Class Owners Association may decide.
ii.
The
interior and deck design of GRP/FRP boats can be modified to allow
for the construction techniques required by these materials. Any such
modifications must be as approved by the Streaker Class Owners
Association.
Rule
2.iv. Not
applicable.
Rule
2.x. The
thwart to be constructed of wood, or GRP/FRP, minimum width 110mm.
Cut-outs are permitted. Curved thwarts are permitted within
measurement tolerances.
Rule
4.i. The
registered boat number is to be etched / engraved on the transom,
numerals to be of height minimum 12mm.
Rule
6.ix. In
the case of GRP/FRP constructed boats, there may be one continuous
buoyancy compartment. Where this is so, the side sections are to have
sufficient foam/polystyrene to provide flotation of the boat should
the compartment be damaged and/or water logged. GRP/FRP hulls for
composite boats to have buoyancy compartment(s) as per wooden boats.
12.
Advice to Measurers
i.
Hull
measurements 17-43 excluding 23 are taken at the distances shown from
the aft face of the transom measured along the hull surface, along
the hull keel or chine corners as appropriate. The ‘keel’
is defined as the centreline of the hull where the outer surfaces of
the 2 bottom panels would intersect.
ii.
For measurements 58 & 59, the aft side of the mast shall be
defined as the aft side of the Luff groove or its extension.
iii.
Measurement
8a is taken from the Sheer-line at the aft edge (face) of the
transom.
iv.
For sheer line measurements, it is suggested that an overhang piece
is cut out of card or similar material.
v.
The boat
must comply with the rules contained in this document in all aspects.
It is not acceptable merely to complete the measurement form. The
measurer's signature implies that all the above have been checked.
vi. Measurement rule 52 – Depth of Rudder. Set the boat level (spirit level on the dagger-board case top), then set the rudder blade vertical, draw a line (horizontal) parallel to the base line from the point of intersection of the transom and the keel, across the rudder blade. Measure from line to end of rudder. (see Guide to measurers Sheet No. 4).
13.
Measurements of GRP/
FRP and Composite* Boats
i.
All
certificates to be endorsed with the mould number. Once the
production boat from the mould has been checked by the association,
in the case of:
ii.
GRP/FRP boats, only measurements 1-3, 6-9, 24-26, 48-75 and 12b if a
false floor is fitted to the boat need be measured.
iii.
GRP/FRP Composite* boats, only measurements 1-18, 23-26, 44-75 need
be measured.
*
Those boats having GRP/FRP bottom and sides with a wooden deck and/or
bulkheads.
