RULES OF THE STREAKER CLASS OWNERS ASSOCIATION

1. Title

The title of the association shall be The Streaker Class Owners Association. The class flag will be a white pennant with a diagonal blue stripe.

2. Objectives

The objectives of the association are to promote and further the interests of the Streaker class throughout the British Isles and to represent the interest of owners of Streaker dinghies as follows:

a. To maintain the one-design character of the Streaker class dinghy.

b. To keep members informed of developments concerning the class and any proposals concerning class rules.

c. To organise British Open Championships and to co-ordinate the programme for other races for the class in the British Isles.

d. To encourage National and International competition for the class.

e. To promulgate information on technical development within the Streaker class.

f. To keep an Association register.

3. Terms and Definitions

Throughout these rules the following defined terms will be used:

a. 'The Association' shall mean the Streaker Class Owners Association.

b. 'The Committee' shall mean the Committee of the Association, consisting of duly elected and appointed committee members.

c. ‘The Association Rules’ shall mean the rules governing the conduct of the Association.

d. 'The Measurement Rules' shall mean the rules relating to measurement, construction and racing conditions of the class and governing the building of each 'Streaker' and its rating as a recognised boat within the class for racing purposes.

e. 'The Class' shall mean the class of sailing dinghies designed by Jack Holt and made in accordance with drawings, specifications and instructions and known under the name Streaker class dinghy.

f. 'The Association Register' shall mean the register of paid up members of the Streaker Class Association in Great Britain, with their addresses, name and number of boat to be kept as hereinafter provided.

g. 'The Registered Number' shall mean the number allocated to the boat.

h. 'The Class Secretary' shall mean the duly elected Honorary Secretary or duly appointed Secretary as the case may be.

i. 'Certificate' shall mean a certificate to be issued, ratified and endorsed as hereinafter provided and recording:

i.Name of boat, registered number, owner's name and address, and sailing club.
ii.Name of builder and date of building.
iii.Name of official measurer and date of measuring.
iv.Validity confirmed by signature of Class Secretary and date of issue.



j. 'Valid Certificate' shall mean a Certificate in which:

i. The particulars of ownership are correct and entered on the Class Register.
ii. Any endorsement (e.g. weight) required by the rules has been entered.
iii. A current Membership Card is attached.

k. 'Fleet' shall mean five or more registered Streakers whose owners have jointly applied to the Association to form a fleet and who have, at the Committee's discretion been allocated a fleet number. Upon the allocation of a fleet number the owners shall appoint a Fleet Captain and Fleet Secretary who shall be responsible for communicating to the owners news and decisions regarding the class.

l. 'Owner’ and ‘Joint Owner' shall mean any person or persons, Corporation or Association entered on a certificate as owner or joint owner of a Streaker dinghy.

4. Membership and Voting Rights

a. The following classes of membership shall be recognised;

i. Full Membership.
ii. Associate Membership.
iii. Family Membership.
iv. Honorary Membership.

b. Full Membership shall upon acceptance of the prescribed annual subscription be open to any owner of a British registered Streaker or, in the case of joint owners, to any one of them or in the case of a Streaker owner by a Corporation or Association, to a nominated representative of that organisation.

c. Associate Membership shall upon acceptance of the prescribed annual subscription be open to any joint owners of a registered Streaker not being a full member, or to all individuals or clubs interested in the Streaker Class.

d. Family Membership shall upon acceptance of the prescribed annual subscription be open to members of a family all or several of whom wish to sail a single boat.

e. Honorary Membership shall be open to any person having an interest in the Association who is proposed by a Full Member and seconded by at least one member of the Committee and is elected by members of the Association at any General Meeting of the Association.

f. Members acting as helmsmen or entering Streakers in races which consist of or include other Streakers shall be bound by the Measurement Rules.

g. Each Full Member shall be entitled to one vote at an Annual General Meeting of the Association, or in a postal vote. Associate and Honorary Members, shall be entitled to attend and speak at any General Meeting but not vote.

5. Management

a. The affairs of the Association shall be managed by the committee.

b. The Committee shall consist of six full members elected at the Annual General Meeting, two members retiring annually and being replaced by two elected at the AGM.

c. At its first meeting to be held immediately after the AGM the Committee shall appoint an Auditor who shall certify the annual financial statement.

d. The Honorary Secretary or an appointed Secretary (only elected or nominated members of the Committee have voting rights as Secretary) shall keep correct minutes and records of all Committee and General Meetings, together with the Association Register, and shall be responsible for communicating the decisions of the Committee to members of the Association and when directed by the Committee to owners and joint owners not being members of the Association. The Honorary Treasurer shall control the funds of the Association, making such disbursements as the Committee shall direct, present an annual financial statement at each AGM.

e. At meetings of the committee, three members shall form a quorum.

f. The Committee shall have power to make recommendations to members in general meetings or by post or alteration in or addition to the association Rules.

g. The Committee shall be responsible for the appointment of official Class Measurers who shall be members of the association Committee, RYA appointed measurers or measurers nominated by clubs. The Committee shall also be responsible for the compilation and distribution of measurement forms, provided that no responsibility shall rest with the Committee in respect of errors made by measurers. A measurer shall not measure a boat, spars, or sails owned or built by him or herself or in which he/she has any personal, family or business interest

h. The Committee may arrange an annual Championship of the class and shall co-ordinate such Regional Championships as may be required. All matters pertaining to International sponsorship club or clubs, the RYA and the ISF.

i. At least three weeks notice of the date, place and agenda for any Committee Meeting shall be given in writing by the Secretary to each Committee Member.

j. Acceptance of a Certificate by an owner or joint owner shall ipso facto render person/s subject to the jurisdiction of the Association or the Committee in any matter pertaining to the Measurement Rules.

k. i. The Committee shall annually appoint a Technical Sub Committee consisting of the Class Chairman, Class Secretary and up to four co-opted class members or technical advisers. One member of the Technical Committee, with no business connections with the class, will be designated Chief Class Measurer/Technical Officer. This Sub Committee may make any minor change to the measurement rules in order to bring into line with current practice.

ii. Any changes recommended by the Technical Committee, deemed to be significant shall be put to the membership either by postal ballot or an A.G.M proposal. The Technical Committee will publish a list of approved builders. Amateur and professional builders, who have built at least two Streakers, may apply to be included in this list. Whilst members and prospective members purchasing new Streakers are strongly recommended to refer to this listing, the SCOA does not accept any legal responsibility for the quality or condition of craft supplied by such builders.

6. Power of Committee

Subject to the provision of these rules, and in any particular to the object of the Association, as laid down in Rule 2. the General Committee shall be empowered to perform all functions of management and administration. The making of payments and receipt of monies shall be validly evidenced only by the signature of the Treasurer or his Deputy as appointed by the Committee.

7. Conduct of Meetings of The Association

a. The Annual General Meeting of the Association shall be held annually at the place and over the weekend of the National Championship. The precise date and time will be at the Committee's discretion.

b. A Special General Meeting shall be called by the Chairman or Class Secretary upon receipt by the Class Secretary of a written request, signed by not fewer than fifteen full members of the Association.

c. At least six weeks written notice shall be given to members of any General Meeting.

d. At any General Meeting or Committee Meeting decisions shall be limited to matters on the agenda, other than those concerning measurement rules, and shall be carried by a majority vote. Any alteration to the Rules of Measurement shall be passed initially at a General Meeting (or through a postal vote) by a majority of two thirds at least of the members voting. Voting shall be by a show of hands, unless a poll is demanded by not less than three of the full members present. At any meeting the Chairman shall have a casting vote. The Secretary shall be responsible for circulating all members, or in the case of Committee Meetings all Committee Members, with the result of any voting. In the event of a postal ballot, all returns shall be made to the Secretary within two weeks of the date of posting the ballot paper.

e. At any General Meeting of the Association, nine full members shall form a quorum.

8. Subscription & Registration Fees

a. Subscription for all classes of membership shall be payable annually and shall be decided at the Annual General Meeting, Subscriptions shall be renewable from 1st March. A member joining the association after the 1st August shall pay no dues until the next years subscription falls due.

b. Unless otherwise determined by the Association in a General Meeting the subscriptions for full and associate members shall be £12 and for family members shall be £17.

c. Any member whose subscription has not been paid within three months of the date due may have their name removed from the list of members of the Association by the Committee. A member's name may be restored to the Association Register at the discretion of the Committee on payment of any subscription due.

d. New members joining late in the season or old members failing to pay their subscriptions on time are not allowed to count their Paddle results retrospectively.

9. Accounts

a. The Committee shall cause true accounts to be kept, giving full particulars of:

i. All monies, assets and liabilities of the Association.
ii. All monies received and expended by the Association, and the reason for such receipts and expenditure.
iii. All sales and purchases by the Association.

b. The Committee shall cause the financial statement to be prepared and presented at every Annual General Meeting of the Association.

10. Class Racing

a. No boat shall be permitted to race in any event for Streaker Class dinghies unless it holds a valid Measurement Certificate.

b. No boat shall be permitted to race in any Association event unless it has valid third-party insurance coverage for at least £2,000,000.

c. For Association events the helmsman/woman must be a Full, Associate or Family member of the Association.

d. Adequate personal buoyancy shall be worn by all helmsmen/women while racing unless the authority in charge of a particular event shall give specific exemption.

e. Advertising is permitted in accordance with ISAF Advertising Code Sections 20.3.1 and 20.3.2(b) (Category C).

Please note: Remember that your boat cannot be officially regarded as a Streaker dinghy, or raced in open events until a measurement Certificate has been obtained. The Class Secretary will issue a measurement form on request - this must be completed by an approved measurer and returned to the Secretary with a £7.50 registration fee. The Certificate will then be issued.

Change of ownership invalidates a Certificate. Return the old Certificate to the Secretary for replacement. Check that the name that you have chosen has not already been allocated to another boat - the Secretary maintains a register of names. Measurers may be: Streaker Class Owner's Association Committee Members, Streaker Class Measurers, RYA Measurers or Official Club Measurers.

RULES FOR STEVE GENTRY MEMORIAL TROPHY

1/ The Steve Gentry Memorial Trophy will be awarded for the winner on personal "Handicap" of the last race of the Streaker National Championships.

2/ A competitors Personal Handicap will be arrived at as follows;
a/ A score equivalent to the maximum number of boats that finished behind a competitor will be given for each of the first four races (or less if any races are lost for any reason) irrespective of the number of competitors that failed to start or complete the race - i.e the winner of a fleet of 60 entrants would get 59 points, second 58 points, third 57 points etc, etc.
b/ All non starters and non finishers will get the same number of points as the boat that finished in second place.
c/ All competitors that score DSQ will get the same number of points as the boat that finished in first place.
d/ A competitors first four race scores (or less if any races are lost for any reason) shall be added together and divided by the number of races held to arrive at a competitors "Personal Handicap".
e/ If for any reason only one race is sailed the trophy can not be awarded.

3/ A competitors "Handicap" will then be added to the conventional 'Minimum' race score for the last race sailed. The competitor with the lowest total score will be the winner of the Steve Gentry Memorial Trophy.

4/ In the event of a tie, the competitor with the best final (conventional) race score shall be the winner.

5/ The handicap has no bearing on any other Trophy or award.

For example; out of a fleet of 60 boats if a competitor finishes 38th, 29th, 25th & 48th, they would score 22 + 31+ 35 + 12 =100/4 = 25pts. If they then finish 33rd in the last race, this would give them a final total score of 58pts.
